World Rugby can confirm that the following players will have their cases heard by an independent Foul Play Review Committee (FPRC) on Sunday, 13 July, 2025.
- Scotland #14 - Darcy Graham, having received two yellow cards
- South Africa #8 - Jasper Wiese, contrary to law 9.11 (reckless or dangerous actions).
- Romania #15 - Alexandru Harasim, contrary to law 9.11 (reckless or dangerous actions).
Scotland’s Darcy Graham was issued with a red card, as a result of two yellow cards during Scotland’s match against Fiji. South Africa’s Jasper Wiese was issued with a red card for leading with the head during South Africa’s match against Italy. Romania's Alexandru Harasim was cited for a breach of law 9.11 where he lifted his leg making contact with the tackler's head. All incidents occurred during the 2025 July internationals.
As part of the expedited off-field sanction process in operation for the July internationals, the citing window is limited to 12 hours following the final whistle. The FPRC will ordinarily convene after each match day to review red card incidents and citing. All full disciplinary hearings will typically be conducted by the Tuesday following the relevant match.
