World Rugby is deeply saddened to learn of the passing of Hugh Penman, one of the two original International Rugby Board (IRB) staff members. A hugely popular figure, Hugh spent 13 years with the organisation, including a spell as interim Chief Executive Officer.

A proud Scotsman and lifelong rugby devotee, Hugh played a pivotal role in steering the nascent IRB through a defining era of transformation. He helped to modernise rugby’s international governance structures and lay the foundations for the truly global game we know today.

Renowned for his warmth, integrity, Hugh was a skilled administrator and cherished friend to many across the rugby family. His leadership helped oversee an era of unprecedented growth, with the IRB expanding its membership, increasing global participation, and delivering record-breaking men’s and women’s Rugby World Cups. Hugh served as interim Chief Executive Officer of the IRB prior to the appointment of Mike Miller in the early 2000s.

Upon his retirement in 2006, then IRB Chairman Dr Syd Millar led the tributes to a man whose professionalism, humour, and passion left an indelible mark on the sport.

Reflecting on his legacy, World Rugby’s Chief of International Federation, David Carrigy, said: “Hugh was a great character who was passionate about the sport and its ability to unite and enrich lives. He was a driving force in the formative years of the then IRB, establishing strong administration and governance structures through the implementation of high standards, and was deeply respected by our unions and regions around the world. We send our heartfelt condolences to Hugh’s wife Sally, his family and wide circle of friends at this sad time.”
